Despite decades of federal, state and private funding, the Chesapeake Bay is no better off than when I was a child in the '50s. It seems the real improvement lies in the fundraising and technology to prove that condition of the Bay is worse today. It's a self-fulfilling prophesy of sorts.

Show the world where the Bay has improved. If there are no bright spots, how can we feel justified in 70 years of funding with no results?
